The Protocol on the establishment of the Yellow Card Scheme, Article 3 and 13, stipulate that COMESA Yellow Card shall be issued by a National Bureau and the Card shall be issued to motorists through the insurers with whom they have taken out a valid liability insurance policy when driving in their own country.

Moreover, COMESA Yellow Card is issued by other non-COMESA country under Business to Business framework.
