National Bureau means a government-designated agency in each participating state that is responsible for the management and control of the COMESA Yellow Card Scheme.

Issuing Bureau means the National Bureau which issued a Yellow Card to an Insurer and which has the responsibility for the payment of claims arising under the Scheme.

Handling Bureau means the National Bureau of the country   which handles claims when a motor accident occurs in that country.
