Article 6 of the Constitution of the COMESA Yellow Card Reinsurance Pool states the objectives of the Pool as follows:

1. (a) provide a settlement mechanism to the Scheme's risks underwriters for claims in excess of the limit determined by the General Assembly;
2. (b) provide reinsurance cover for the Scheme;
3. (c) create additional capacity for the Scheme; and
4. (d) provide a central settlement clearing mechanism for claims up to the limit determined by the General Assembly.
