The COMESA Yellow Card Scheme is a regional third-party motor vehicle insurance protection designed to provide guarantee for compensation to third-party road traffic accident victims caused by foreign motorists visiting or transiting through another member country in accordance with the laws governing compulsory thirdy-party motor vehicle insurance.

Our Mission

To provide an efficient and quality regional Third-Party Motor Vehicle Insurance Service for Smooth Movement of vehicles in all countries in Eastern and Southern Africa Region.

Our Core Objectives


Uphold laws in force on the compulsory third party motor vehicle insurance in the territories of the parties to the Yellow Card Scheme when the vehicles insured are transiting the territories of other member countries;

Ensure transparency and accountability in all its organs;

Ensure efficiency and effectiveness of the Yellow Card Scheme operations;

Ensure efficient, effective and economical allocation of resources; and

In all policies, structures, systems, programs and activities of the Council of Bureaux and its organs incorporate gender mainstreaming principles.
