OFFICIAL LAUNCH AND IMPLEMENTATION MISSION FOR THE COMESA YELLOW CARD BUSINESS-TO-BUSINESS (B2B) OPERATION IN WINDHOEK, NAMIBIA

In its quest to transform the Yellow Card Scheme into a  third party motor vehicle insurance scheme of choice in the region and beyond, the Yellow Card Scheme through its highest decision making body, the  Council of Bureaux directed frontier member countries to explore possibilities of engaging business entities in non-COMESA member neighboring countries and enter into Business to Business (B2B) arrangement on sales agency basis on pilot basis for issuance of COMESA Yellow Cards to non-COMESA motorists visiting the COMESA region.


Pursuant to the directive of the Council of Bureaux, the National Bureau of Zambia initiated the B2B framework by partnering with Askari Insurance Services of Namibia with the objective to issue COMESA Yellow Card to non-COMESA motorists (Namibians) traveling to COMESA member states.


Following this initiative, the National Bureau of Zambia formalized the partnership by signing a Sales Agency Agreement, Professional Indemnity, and Financial Guarantee with the appointed agent, Askari Insurance Services, in preparation for the launch of the COMESA Yellow Card B2B operation in Namibia. To facilitate the implementation, the Council of Bureaux

Secretariat conducted a hands-on online training session and granted Askari access to the Digital Yellow Card (DYC) System. Additionally, the National Bureau of Zambia supplied Askari with an initial stock of Yellow Card pads to commence operations.


To mark the official commencement of operations, the National Bureau of Zambia, in collaboration with the appointed agent, invited the Council of Bureaux Secretariat to attend the launch of the B2B operation in Namibia on 16th May 2025.
